SOUNDBITE (French) Queen Elizabeth II: "This anniversary gives a special meaning to my state visit, my fourth one to France. Looking back, it is the moment to celebrate the foresightedness of this agreement that laid the foundations for a decisive alliance that allowed both our countries to brave the difficult times of the twentieth century. Looking forward, it gives us the opportunity to put aside recent tensions and to rise to the challenge and the promises of tomorrow. Both our countries have chosen to make Europe and the European Union the main vector for their economic and political aspirations. This choice does not threaten friendship ties." 10. Cutaway audience listening 11. SOUNDBITE (French) Queen Elizabeth II: "This is about complimentary ties. More than ever we are committed to making the voice of Europe heard in the world and to give European diplomacy the military credibility it requires to allow the European Union, when necessary, to engage in military operations that NATO is not involved in." 12. Wide of audience applauding, and Queen STORYLINE: Queen Elizabeth II addressed the French Senate on Tuesday afternoon, on the second day of her state visit. The speech, in French, followed a packed day of engagements, including a visit to the Louvre museum, after lunch with French Prime Minister Jean-Pierre Raffarin and his wife in Matignon, the French Prime Minister''s residence. Earlier on, the Queen watched a performance by the elite Cadre Noir dressage team before going for a walk along the Rue Montorgueil, accompanied by Paris mayor Bertrand Delanoe. The monarch''s three-day trip marks the centennial of the Entente Cordiale, a colonial-era agreement that ended centuries of warring and hostility between France and Britain and paved the way for cooperation during two world wars. She is an amazing human. It makes her life all the more remarkable that she never expected to be Queen. Her Uncle abdicates and puts the monarchy at risk. Her Father holds it together and she rebuilds it to all time heights. I've heard suggestions that she is so popular and loved worldwide that she should be the last sovereign. I know she doesn't agree but to know that some want to in essence deify her is incredible.

HRM is a ‘class act’ of the highest caliber. I am an American with French heritage; I was the first one in my family born in the USA. Other heads of state should follow her example. I suggest the first one to take a lesson from her is the current US president. However, I think he is beyond any help anyone could give or offer.

It is no surprise she speaks french . In that generation and in the thirties people from the upper classes would have been taught french and maybe german and latin as a standard part of their education . Even my mother , who had a scholarship to go to a grammar school was taught those three languages . After school she learnt commercial french and german , then the war came along and that was the end of that . Despite what people think the Brits will always have an affinity for Europe but they do not like being ruled by them .

Kevin J. Norman I did not say that most people speak English around the world, did I.? However, it is the primary language for communication between people who do not speak each other's language. Even the French learn English as a second language at school, as most students in the world do. Many also learn a third language, but the primary second language is English. It's a fact mate. I have lived and worked in 2 African countries, including one former Portugese Colony, 6 Asian countries, including 3 former French Colonies. I have traveled to many other countries including in S America. I have yet to see a country where the schools do not teach English as the main second language and where the second language used generally is not English.

Because the Queen is above the UK, she also still holds the title of the Duke of Normandy, which means she's still a French aristocrat, in that sense it's natural and necessary for her to speak French in French Congress. Otherwise I guess it might be interpreted as an abnegation of her Normandy title so that the French republic may reclaim channel islands.
alan anguiano (6 months ago)
Her government still has to run things by her laws can't be put into place without royal accent so she has to sign laws she might not make them but she has to approve them to be able to become laws. infinitecanadian The kings of England and later, kings of Great Britain claimed to be kings of France right up to the French Revolution. You're quite right, there was tension throughout the 19th century, but it has to be borne in mind the governments France weren't particularly stable. Queen Victoria struck up a sort of friendship with Napoleon III and the Empress Eugenie but it was left to King Edward VII to create the conditions for the signing of the Entente Cordiale on 8th April 1904 I holiday if France every year and the average person in the street is friendly and well disposed towards 'les rosbifs'

For 40 years since I'm born, I used to read satirical cartoons where all foreign as well as French head of state have been mocked. The Queen never ever was.. Tom Barnes (6 months ago)
Helena Haper also her vowels at 2:19 are fine - her problem here, which you basically have to excuse English speakers cos it just isn’t in the language at all, is the lack of a convincing ‘r’ sound.
Tom Barnes (6 months ago)
Helena Haper lol I’d say her accent is much better than the majority of fluent French speaking native English people. It is really good. And tbh if you aren’t a native speaker then you really can’t comment on accents with much credibility. I am native French speaking and hence have the ear for accents - my (learned) german is not far off my French but I can’t distinguish or judge accents in anything like the same way as in my native languages.
