Proposition B: City Retirement & Health Plans
Proposition B would increase required employee contributions to the Retirement System, and reduce the City's share of funding that system, as follows: •Uniformed members of the police and fire departments, •Excluding the Sheriff's department, would contribute up to 10% of their compensation to fund retirement benefits; •All other employees in the Retirement System would contribute 9.0% of their compensation to fund retirement benefits; •After current collective bargaining agreements with City employees expire, the City could not agree to pay any portion of the employee contribution. Proposition B would decrease the employer contribution to the Health Service System, and increase the employees' share of funding that system, as follows: •For medical plans, employers would pay only the amount that the ten-county survey requires; •The City, but not the other three employers, would be prohibited from paying any additional costs for employee coverage; •For employee dependent health care coverage, reduce the City contribution to no more than 50% of the cost of the lowest cost plan that the Health Services System offers for each level of coverage; •For dental plans, the City, but not the other three employers, would contribute no more than 75% of the cost of employee coverage and 50% of the cost of dependent coverage. In any arbitration to resolve disputes in collective bargaining over City employment, Proposition B would require the arbitrator to make findings about the costs to the City of retirement and health benefits and take those costs into account in deciding compensation. Proposition B also states that if the City or an arbitrator awards an increase in wages or benefits for covered employees, the increase should first be subject to voter approval. Netflix announced it is expanding its impressive parental leave benefits to its hourly workers. The company’s generous plan had previously only applied to its salaried workforce. The change comes with a caveat, however as hourly workers’ benefits still aren’t as good as the one being offered to Netflix’s corporate workers. The specifics will vary depending on the company division—customer service, streaming, and DVD-by-mail. The plan will be used with the SIM card the state-run telecom company has launched in partnership with yoga guru Ramdev's Patanjali Ayurved. Priced at Rs. 144, the plan will come with benefits such as 60 GBs of mobile data and free voice calls for 30 days, BSNL said on microblogging site Twitter. The BSNL-Patanjali co-branded SIM is currently available to the FMCG company's staff and will soon be extended to the general public, Patanjali Ayurved said separately. Our parents had the government and their employers’ defined benefit plans to fund their golden years. The employer did the math and the employee was on cruise control. It’s different for Gen X and Y because in the age of the 401k you are the one driving. You need some investment skill in order to allocate your money intelligently to the fund options on the 401k menu. Gen X needs to step up to the plate, yet not enough Xers have sat down and figured out how much money they will need to retire. They are now the ones in the driver’s seat…and it’s going to be a rocky road ahead given that social security is on its last feeble breath and who knows what will happen with Medicare, Medicaid, Food Stamps, and every other government funded benefit that our broke country can’t afford anymore. So heads up, women, because here’s some advice on the real, from one to another. Considering that it is a rarity for people to stay married anymore, more women than ever before are now assuming the role of CFFO, or Chief Family Financial Officer. Yet the numbers imply that, disappointingly, many of us women expect someone else to make decisions about money for us. Unbelievable. Despite all the feminism, we are still depending on our employers to educate us about retirement. Many of us can not explicitly quantify how much money we have saved for retirement, or haven't even put together a formal plan. How shaken up would you be if you found out that the CFO of your company hadn’t forecasted and planned out next year’s budget? Now imagine how your kids feel about you not doing your job as CFFO. Women, we are growing more powerful and we need to step up to the plate when it comes to money. This is a clarion call to the women of Gen X and Gen Y: pay more attention to saving and investing your money because more of us are outearning men, becoming as educated as men, and finally, likely to be without a man (divorced, separated, or never married) than our mothers, aunts, and grandmothers. Fast-growing consumer goods brand, Patanjali, the famous Yoga guru Baba Ramdev’s venture has forayed into telecom sector, in partnership with state-run telco Bharat Sanchar Nigam Limited (BSNL). Baba Ramdev, an event has announced the Swadeshi Samriddhi SIM cards on BSNL network, and it also introduced a new BSNL Patanjali plan of Rs 144. However, this new plan will be applicable only with the Swadeshi Samriddhi SIM cards introduced by both the firms and the plan will be exclusive to the SIM cards too. For a few days, the SIM cards will be available only to the employees and office bearers of Patanjali, but later on, it will be expanded to the public too. Not only the special tariff plan, but the Swadeshi Samriddhi SIM cardholders will also get additional benefits such as 10% discount on Patanjali products, health, accidental and life insurances and more benefits will be added in the future. Coming to the BSNL Patanjali plan of Rs 144, it gives the user unlimited voice calls without any limit to any network in the country except to Mumbai & Delhi circles, 2GB of data and 100 SMS for the validity period of 30 days. These plans can be availed in three denominations: Rs 792 with 180 days validity and Rs 1584 for 365 days validity. “Patanjali’s plan is BSNL’s best plan. In Rs 144, one can make unlimited calls from any part of the country. We are giving 2 GB data pack, 100 SMSs. The members of the Patanjali has to just show their identity and there SIM will be activated soon after some paperwork,” a report from ANI said. Baba Ramdev also appreciated BSNL for coming forward and partnering with them. Talking about the medical and life insurance covers offered by the Swadeshi Samriddhi SIM card, it’s Rs 2.5 lakh and Rs 5 lakh respectively. The insurance covers can be availed only for road accidents. And users can pick up these SIM cards from the five lakh counters of BSNL when the service opens to the public. “There are five lakh counters of BSNL, and from there people can soon get Patanjali swadeshi-samradhi card,” Ramdev said. He also added that BSNL is a ‘Swadeshi network,’ so this partnership is for the welfare of the country. As mentioned, this plan is exclusive to the users of Swadeshi Samriddhi SIM card holders. Kent Misener is the CIO and treasurer of Deseret Mutual Benefit Administrators and president and director of research for Crossroads Investment Advisors. Deseret Mutual Benefits Administrators is the employee-benefits arm of the Church of Jesus Christ of Latter-day Saints and its affiliated organizations, including the church itself, BYU, seminaries and institutes and Deseret Management Corporation companies. Unlike traditional insurance companies that may look for ways to save money by denying claims, Deseret Mutual serves as a trust administrator. They collect premiums from employers and employees and hold the money in a trust fund. Deseret Mutual then pays claims from the trust according to plan guidelines. The employers, who pay the majority of the cost for the employee benefit program, help set these guidelines. The various church-owned companies that make up the trust have representatives who serve as Deseret Mutual's Board of Directors and Benefit Advisory Committee. Deseret Mutual offers a defined benefit retirement plan, defined contribution retirement plans, health, dental and death benefits. They have 27,500 employees and manage approximately $5 billion. Mr. Misener received his bachelor's degree in finance and economics and his MBA from USU. He is a CFA charter holder and is a speaker at various national conferences on the equity markets and the economy. He has served as an expert witness on investment returns and currently is a consultant to a variety of private and public sector pension plans. Question Nr#56: Do any health insurance plans cover a personality disorder?
Insurance companies do not provide coverage for many personality disorders. Because such conditions are perceived as long term conditions with no acute symptoms, health insurance companies exclude coverage for them out of hand. With that said, it is very likely that a lot of the treatment for a personality disorder can be claimed on health insurance, but it must be done in such a way that the exclusions of the policy are not compromised. There are exceptions to this general rule, so check with your insurance company to find out whether you are covered, or shop around for other coverage if your current policy is not doing the best job of protecting you. Personality disorders often have a number of symptoms and side effects. And while the disorder itself is excluded from coverage, the symptoms and effects are not, allowing doctors to bill your health plan for treating the symptoms even though they cannot bill for the actual disorder. This creative billing may not cover all of the medical expenses related to the disorder, but it will pay for certain procedures, medications and other treatments, so long as those items are billed against, not the disorder, but against the symptoms that it causes. For example, depression and anxiety might be symptoms of the disorder. Your physician could bill for treatment of anxiety, including medications and counseling, even though the personality disorder itself is excluded. This is not really bending the rules, either, since most health plans do provide for the treatment of depression, anxiety, and such things as drug abuse and dependence. The problem, from the perspective of health professionals, is that there are treatments for some types of personality disorders that could alleviate the symptoms if treatment were allowed under the health plan.
