UN security team in Douma targeted by gunfire while working with chemical inspectors. A United Nations security team working with international chemical weapons inspectors has been targeted by gunfire and a small explosion in the Syrian town of Douma. According to the director general of the Organisation for the Prohibition of Chemical Weapons (OPCW), the team had been deployed to the location of the alleged chemical attack when they were targeted. Speaking at an emergency session of the OPCW at its headquarters in The Hague, Ahmet Uzumcu said the team had deployed to Douma to carry out a security assessment of the area ahead of the inspectors' visit. The Syrian government had told the team that they could not accompany them because a ceasefire agreement prevented them from entering the area. Russian military police are understood to have escorted the UN team to Douma but at the first of two areas visited they were confronted by a large crowd and decided to move on. Mr Uzumcu said: "At Site 2, the team came under small arms fire and an explosive was detonated. The reconnaissance team returned to Damascus. "The UNDSS (the UN security team) will continue to work with the Syrian National Authority, the local councils in Douma, and the Russian Military Police to review the security situation. "At present, we do not know when the FFM team can be deployed to Douma. Of course, I shall only consider such deployment following approval by the UNDSS, and provided that our team can have unhindered access to the sites." This is what happens during a chemical weapons inspection. The OPCW team arrived in Damascus at the weekend to investigate the alleged poison gas attack attributed to the Syrian regime which is said to have killed at least 70 people. On Tuesday, Syria's UN ambassador Bashar Ja'afari said: "Today the UN security team entered Douma... in order to assess the security situation on the ground and if this United Nations security team decided that the situation is sound in Douma then the fact-finding mission will begin its work in Douma tomorrow. "The Syrian government did all that it can do to facilitate the work of this mission." The head of the OPCW said on Monday that its investigators had been prevented from going to the scene by Syria and Russian authorities. Both deny this. France says it is "highly likely" evidence was disappearing from Douma before weapons experts arrived in the area. The US, UK and France launched airstrikes against suspected chemical sites operated by President Assad's government in retaliation for the alleged chemical attack. Syria airstrikes: What did military action hit? Prime Minister Theresa May insisted it was morally and legally right to target three sites that stored or researched deadly chemical weapons. However journalists who were escorted to the site on Monday by Syrian government authorities filed differing accounts of what happened in the alleged attack. Some reported having spoken to locals who said that the chemical attack had been staged, claiming there had been a conventional attack which produced a huge amount of dust. According to some people said to be eyewitnesses, unknown people then entered the bombed building where victims were being treated and shouted "gas, gas". Amid panic, water was then poured on the victims. Other people, speaking to different media outlets including the Associated Press and CBS News, said there was a chemical attack and that they experienced the symptoms of such an attack. Video widely circulated on the internet showed numerous dead bodies - adults and children - inside a building foaming at the mouth and nostrils and with dilated pupils - symptoms consistent with a chemical attack but also consistent with asphyxiation by other means. The US, France and the UK all say open source information and intelligence prove that the Syrian government was behind the attack. It is also understood that blood samples from victims provided to on-the-ground partners of the World Health Organisation indicate chemical poisoning. It is the objective of the OPCW investigators to determine the truth. They hope to collect samples from the dead and speak to survivors. The Syrian government said it was able to make a small number of eyewitnesses available to the inspectors in Damascus but the OPCW will want to seek out its own eyewitnesses. Chemical experts have told News that a successful investigation by the OPCW is made harder as more time passes. If chlorine was used in the attack as alleged by the western alliance then much or maybe even all of it will have evaporated in the ten days since the incident. UK action in Syria nears after Theresa May wins Cabinet approval.Following an emergency meeting lasting more than two hours on Thursday, Theresa May's top ministers agreed Britain should continue to work with the US and France on a coordinated response. The Cabinet's approval for action raised the likelihood of Britain joining France and the US in a military response against Syria's government. It also suggested the Prime Minister is set to defy calls from opposition parties for Parliament to be recalled in order for MPs to vote on authorising intervention. What are the military options in Syria? Mrs May later spoke to US President Donald Trump during a telephone call, in which Number 10 said the two leaders agreed "it was vital that the use of chemical weapons did not go unchallenged, and on the need to deter the further use of chemical weapons by the Assad regime". A Downing Street spokesperson added: "They agreed to keep working closely together on the international response." The US President was also due to hold a call with French President Emmanuel Macron, with the White House having revealed Mr Trump is still yet to make a "final decision" on action. The Cabinet agreed with the Prime Minister's assertion it is "highly likely" President Assad's regime carried out a "shocking and barbaric" suspected gas attack in the Syrian city of Douma on Saturday. After the meeting, in which every minister present spoke, Downing Street also revealed the Cabinet "agreed it was vital that the use of chemical weapons did not go unchallenged". In addition, ministers were said to have "agreed on the need to take action to alleviate humanitarian distress and to deter the further use of chemical weapons by the Assad regime". Mr Macron claimed on Thursday he had "evidence" that chemical weapons were used in Douma by the Syrian government, including chlorine gas. Why anti-Assad forces are concerned about US action too. US media also reported American officials had obtained blood and urine samples from victims in Douma, which tested positive for mainly chlorine and some for a nerve agent. Saturday's suspected chemical attack killed up to 75 people, including children, and injured hundreds. The Organisation for the Prohibition of Chemical Weapons, the international watchdog, confirmed a fact-finding team was on its way to Syria and would begin work on Saturday. Russia, which backs President Assad's regime, called for a meeting of the UN Security Council on Friday to discuss the possibility of US-led military action in Syria. Moscow's UN ambassador Vassily Nebenzia claimed the "immediate priority is to avert the danger of war" following a closed-door meeting of the UN Security Council on Thursday. Asked if he was referring to war between the US and Russia, Mr Nebenzia added: "We cannot exclude any possibilities, unfortunately, because we saw messages that are coming from Washington. They were very bellicose." The risk of direct confrontation between Western nations and Russia in Syria was also raised by Maria Zakharova, spokeswoman for the Russian foreign ministry. She told News her country will protect its troops on the ground in Syria if missiles are launched by the US and its allies. Moscow also claimed Syrian rebels had now capitulated in Douma, less than 10 miles from the capital Damascus, to leave the city under the complete control of President Assad's forces and Russian military police. Despite having declared on Monday he would make "major decisions" on a US response to the Douma attack within 48 hours, Mr Trump has now downplayed the prospect of immediate action. He posted on Twitter: "Never said when an attack on Syria would take place. Could be very soon or not so soon at all!" Later, US defence secretary James Mattis told Congress he believed there was a chemical attack in Syria but that the US was "looking for the actual evidence." Despite the backing of her Cabinet, Mrs May has failed to convince other MPs of the case for action. Julian Lewis, the chair of the House of Commons' Defence Committee, told Sky News the Prime Minister should be considering "smarter methods of warfare" such as a cyber attack, rather than missile strikes. He branded the option in Syria as a "choice between monsters on the one hand and maniacs on the other". Labour leader Jeremy Corbyn and Liberal Democrat leader Sir Vince Cable repeated their demands for a parliamentary vote on possible intervention in Syria, while the SNP called for Parliament to hold a rare Saturday sitting in order to debate action. In an interview for BBC's Hardtalk, Russian Foreign Minister Sergei Lavrov said: "I can guarantee that Russia has not tampered with the site." Concern about tampering was raised by the US envoy to the international chemical weapons watchdog. International inspectors are trying to reach the site in Douma, near Damascus. The nine-strong team from the watchdog, the OPCW (Organisation for the Prohibition of Chemical Weapons), was told by Syrian and Russian officials in Damascus there were still "security issues to be worked out", OPCW chief Ahmet Uzumcu said. Douma was a rebel stronghold at the time of the attack on 7 April and is now under the control of the Syrian government and Russian military. Mr Uzumcu was speaking as the start of OPCW emergency talks in The Hague. The UK's envoy to the OPCW, Peter Wilson, called for the inspectors to be given "unfettered access" to Douma and dismissed as "ludicrous" Russian suggestions that Britain had helped stage a fake attack. UK PM Theresa May is making a statement to Parliament after the opposition said it was wrong to have launched military action without consulting MPs . The suspected attack, denied by Syrian President Bashar al-Assad's government, reportedly killed dozens of people in Douma, in the Eastern Ghouta region. Two bombs filled with chemicals were reportedly dropped several hours apart on the town. Syrian medical sources say bodies were found foaming at the mouth, and with discoloured skin and cornea burns. US sources said they had obtained blood and urine samples from victims which had tested positive for chlorine and a nerve agent. Kenneth Ward, US envoy to the OPCW, said: "It is our understanding the Russians may have visited the attack site. "We are concerned they may have tampered with it with the intent of thwarting the efforts of the OPCW Fact- Finding Mission to conduct an effective investigation." Speaking to the BBC, the Russian foreign minister denied chemical weapons had been used in Douma. "I cannot be impolite with the heads of other states, but you quoted the leaders of France and the UK and US and, frankly speaking, all the evidence they quoted was based on media reports and social media." The event did not take place, he said. "What did take place was the staged thing," he added. Mr Lavrov also questioned why the US, UK and France had carried out their retaliatory air strikes before OPCW inspectors were able to visit the site. Russia and the West, he added, were facing a situation worse than during the Cold War due to a lack of channels of communication. In other developments: The US says 105 missiles were launched and it believes none were intercepted by Syrian defences. It says Syria's chemical weapons programme has been set back years. The Russians say 71 missiles were shot down by Syrian systems. One of the three sites hit was the Barzeh complex, which the US says was a centre for development, production and testing of chemical and biological weapons, although Syria denies this. The other two were suspected chemical weapons facilities at Him Shinshar near Homs. The US has some 2,000 troops in eastern Syria, mainly supporting the fight against the Islamic State group. But soon after Mr Macron's comments, White House spokeswoman Sarah Sanders said an early exit was still desirable. O2 WORLDWIDE QUESTIONS & ANSWERS What is Stabilized Oxygen? The term “Stabilized Oxygen” refers to a solution intended to be used as a dietary supplement for human consumption that contains oxygen atoms as a key ingredient. Generally, the definition implies that there is the presence of a molecule containing diatomic oxygen (O2) that us typically bonded to other atoms forming an “ion”, or an negatively electrically charged group of atoms. Most of the stabilized oxygen solutions that were sold in the 1980s and 1990s contained chlorine dioxide (or “chlorite”) molecules where two oxygen atoms were bonded to a single chlorine molecule (ClO2-). This solution is extremely alkaline (pH 12 or more) and is very caustic. O2 Drops, on the other hand, is a cluster of four oxygen atoms in a very stable grouping called polyatomic tetraoxygen. Was “polyatomic tetraoxygen” just made up to make O2 Drops sound unique? No. The existence of polyatomic oxygen is a physical chemistry “fact”. Allotropes of oxygen differ on the structure (forms) of the oxygen atoms, (i.e. how the atoms are arranged), while isotopes of oxygen differ on the number of neutrons of the atoms (i.e. the composition of subatomic particles in an atom). The naturally occurring stable isotopes of oxygen are 16O, 17O, and 18O, with 16O being the most abundant (99.762%). The allotropes of oxygen include: Dioxygen (O2) which is the form of oxygen that is we breathe; Trioxygen (O3), usually known as ozone; Tetraoxygen (O4). The existence of the metastable O4 molecule was confirmed in 2006 and research indicates that this allotrope has the potential to be a much more powerful oxidizer than either O2 or O3. Are O2 Drops stable? Yes. Stability is the tendency of a material to resist change, decomposition due to internal reaction, or due to the action of air, heat, light, pressure, etc. Inert is implies non-reactive. The naturally occurring Noble Gases (are helium/He, neon/Ne, argon/Ar, krypton/Kr, xenon/Xe, and the radioactive radon/Rn). These gasses are inert due to the fact that they have full outer shells, and therefore do not need to gain or lose electrons in order to reach a stable electronic configuration. O2 Drops are stable but is not inert. What can destabilize O2 Drops? The oxygen molecules in O2 Drops will become unstable when they come into contact with metal (like a stainless steel spoon) or when combined with organic matter (food). Therefore, use a plastic spoon when stirring and always take O2 Drops 30 minutes before and one hour after eating. How does the oxygen in O2 Drops get into the body? There appears to be ample supportive scientific evidence that dissolved oxygen in a liquid supplement form can be absorbed either sublingually into the blood stream or may pass directly through the stomach lining into the blood plasma. Research has clearly shown (Dr. Arthur Guyton, M.D.) that the blood plasma contains approximately 3% dissolved oxygen; the red blood cells (hemoglobin) hold the remaining 97% in a completely healthy and well oxygenated individual. Oxygen passes out of the red blood cells and into the plasma to be transferred to the cells that need oxygen for the metabolic process. These cells then pass CO2 back into the plasma that is picked up by the red blood cells in the exchange. Oxygen is almost always present in the plasma as it travels though the body. Research conducted on O2 Drops by Suntory International of Japan indicates that there is a direct and long-lasting correlation between the consumption of O2 Drops and an increased partial pressure of oxygen in arterial blood. A Duke University study, completed in March of 1996, indicates clearly, for the first time, the actual mechanisms by which oxygen is transported in the blood directly to the tissues and how oxygen is released and acquired by the blood through both the lungs and the plasma. The combination of these two studies implies that O2 Drops, when taken orally, is absorbed into the blood stream where it is transported directly to the tissues. How does the oxygen in O2 Drops get into the bloodstream? Independent research has established that the polyatomic oxygen molecules in O2 Drops are safely and easily absorbed into the blood stream through capillaries in the mouth (ultra-lingual and sublingual) as well as through the stomach lining. Does the oxygen in O2 Drops cause free radical damage? No. The scientific literature clearly indicates that most free radicals are formed as a natural part of the body’s normal metabolic activity in producing the energy the body needs to “exist” and sustain itself. Breathing is the major source (contributor) of free radicals, yet without breathing, the body dies. Almost all free radicals produced during the energy-production cycle are reduced to water. Some are used to fight against invading bacteria and viruses.

Russia warns of 'dangerous' escalation over Syria

Russia has warned the US that launching air strikes in response to a suspected chemical attack in Syria could spark a war between the two countries. "The immediate priority is to avert the danger of war," Moscow's UN ambassador Vassily Nebenzia said on Thursday. He accused Washington of putting international peace at risk and said the situation was "very dangerous". Western powers are thought to be preparing for strikes but Russia, a Syrian ally, opposes such action. "We cannot exclude any possibilities, unfortunately," Mr Nebenzia told reporters after a private meeting of the UN Security Council in New York. He said there was a heightened "danger of escalation" because of the Russian military presence in Syria. Senior Russian figures, including the head of the military, have warned that US missiles will be shot down and their launch sites targeted if Russian personnel come under threat. Mr Nebenzia also called for the UN Security Council to meet again on Friday to discuss the possibility of Western military action. The White House says it is continuing to assess intelligence and talk to its allies on how to respond. Meanwhile, the Organisation for the Prohibition of Chemical Weapons (OPCW) says experts are travelling to Syria and will start investigations on Saturday. The call for action comes after a suspected chemical attack on the rebel-held town of Douma in the Eastern Ghouta on Saturday, which killed dozens of people, according to opposition activists, rescue workers and medics. Chemical weapons attacks are suspected to have taken place in Syria before. Last year, the US launched a retaliatory strike against one said to have taken place in Khan Sheikhoun. President Bashar al-Assad's government - which receives military backing from Russia - has denied involvement in any chemical attack, calling the reports "fabricated". After six weeks of heavy fighting and an estimated 1,700 civilian deaths in the Eastern Ghouta region, the Syrian government is now said to have control of the area, which lies just outside of Damascus. The final evacuations of about 4,000 remaining Islamist fighters and civilians continued on Friday, according to the UK-based Syrian Observatory for Human Rights monitoring organisation. The Violations Documentation Center (VDC), which records alleged violations of international law in Syria, said bodies were found with foam at the mouth, discoloured skin and burns to the eyes. On Thursday, unnamed US officials said they had blood and urine samples from victims which had tested positive for chlorine and a nerve agent, according to NBC News. The US ambassador to the UN, Nikki Hayley, told the network: "We definitely have enough proof, but now we just have to be thoughtful in our action." French President Emmanuel Macron also said he had "proof" that the Syrian government had attacked Douma with chemical weapons, without giving further details. In the UK, cabinet ministers agreed that it was "highly likely" the Assad regime was responsible for the alleged attack and said the use of chemical weapons must not "go unchallenged". During a phone call late on Thursday, UK Prime Minister Theresa May and US President Donald Trump agreed on the need to deter chemical weapon use in Syria. They agreed to "keep working closely" on the issue, Mrs May's office said in a statement. On Sunday, the day after the attack, the US president said Russian President Vladimir Putin bore responsibility for the "atrocity" in rebel-held Douma, because of his support for the Syrian government. Mr Trump, who has cancelled a planned trip abroad, has been canvassing support for strikes from the leaders of France and the UK. On Wednesday he said the missiles were "coming", but on Thursday he tweeted that he had "never said when". It "could be very soon or not so soon at all", he said. He later told reporters at the White House: "We're having a meeting today on Syria... We have to make some further decisions. So they'll be made fairly soon." Also on Thursday, US Secretary of Defence Jim Mattis told a congressional panel: "I believe there was a chemical attack and we are looking for the actual evidence." Russia has described the reports of a chemical attack as a "provocation" designed to justify Western intervention. President Vladimir Putin said on Wednesday that he hoped common sense would prevail and that the situation would stabilise. He added that Russia would "keep all its international obligations in full". Civil defense or civil protection is an effort to protect the citizens of a state from military attack. It uses the principles of emergency operations: prevention, mitigation, preparation, response, or emergency evacuation, and recovery. Programmes of this sort were initially discussed at least as early as the 1920s and were implemented in many countries, but only became widespread in the USA after the threat of nuclear weapons was realized. Since the end of the Cold War, the focus of civil defense has largely shifted from military attack to emergencies and disasters in general. The new concept is described by a number of terms, each of which has its own specific shade of meaning, such as crisis management, emergency management, emergency preparedness, contingency planning, emergency services, and civil protection. In some countries, civil defence is seen as a key part of "total defense". For example in Sweden, the Swedish word totalförsvar refers to the commitment of a wide range of resources of the nation to its defence - including to civil protection.
