PROFILE: NYPD Chief of Detectives Dermot Shea

Chief of Detectives Dermot Shea is laser-focused on continuing to improve the city where he was born and raised. He grew up in Sunnyside, Queens, in a fourth-floor walkup. It was a tight-knit community with a strong work ethic. His father was a union handyman. His mother was a stay-at-home mom. Chief Shea said his parents came from Ireland. They raised four kids in a one-bedroom apartment until their fifth child arrived and they moved. He joined the NYPD in 1991 and rose through the ranks to become the new chief of detectives last week. One of his brothers is the head of the police department in Jersey City. The other brother is in the U.S. Army. Chief Shea oversees about 6,000 people in the NYPD's Detective Bureau. As the chief of detectives, he is a strong proponent of community policing, which is assigning officers to the same neighborhoods every day to establish relationships within the community. Another crime-fighting tool is social media. Chief Shea wants to expand the use of the NYPD's Facebook, Twitter and Instagram accounts as a way of reaching and communicating with New Yorkers, especially with the youth. The department's special victims sex crimes unit was recently criticized for being understaffed. Since then, more officers have been assigned to the unit. Chief Shea said he would look at where more resources might be needed and would be willing to ask the commissioner for the support. Chief Shea said the NYPD saw an increase in the number of women reporting sexual assaults and rapes after the accusations against Bill Cosby first surfaced and then again last year when the #MeToo movement emerged. One of those coming forward was an actress who accused former movie mogul Harvey Weinstein of raping her seven years ago. More than 50 women have accused Weinstein of either sexual harassment, sexual assault, or rape. The NYPD opened an investigation. Chief Shea said the department is working closely with the Manhattan District Attorney's Office on the Weinstein case, but that is all he could say. Overall, the city's crime rate is at an all-time low. Chief Shea said he is concentrating on innovative ways to drive down crime even more. He said the NYPD will build on the legacy of its accomplishments. --LINDA SCHMIDT

The fundamental duty of all sworn personnel is to protect life and property. It is essential to provide ongoing training to ensure Los Angeles County Sheriff’s Deputies are proficient in handling tactical incidents, with officer and public safety as their primary goal. Recently, members of the Los Angeles County Sheriff’s Department Tactics and Survival Training unit (T.A.S.) conducted two of eight rapid response training scenarios involving active shooters at local high school and college campuses. The purpose of these training scenarios are to provide patrol deputies, University Campus Safety Officers, Los Angeles County firefighters and the Sheriff’s Special Enforcement Bureau with the opportunity to demonstrate their skills and tactics in planning for, and handling situations involving Active Shooters at locations with multiple victims and other dynamic threats. In conjunction with Human Trafficking Awareness Month, Sheriff Jim McDonnell announced details and results from the third annual ‘Operation Reclaim and Rebuild’ enforcement operation, conducted by the Los Angeles Regional Human Trafficking Task Force and more than 30 participating federal state and local law enforcement agencies, and task forces from across California. The three-day, statewide effort aimed at combatting human trafficking took place between Thursday, January 26, and Saturday, January 28, 2017, was conducted in various mediums and met with positive results. The press conference was held Tuesday, January 31, 2017, at the iconic Hall of Justice in downtown Los Angeles. Sheriff McDonnell was joined by District Attorney Jackie Lacey, Los Angeles District Attorney’s Office; Deputy Chief Justin Eisenberg, Chief of Detectives, Los Angeles Police Department; Special Agent In Charge Joseph Macias, Homeland Security Investigations Los Angeles; Executive Director Kay Buck, Coalition to Abolish Slavery and Trafficking (CAST); Human Trafficking Bureau Captain Chris Marks, Los Angeles County Sheriff’s Department; representatives from 15 the 30 participating federal, state and local law enforcement agencies; and representatives from public and private service providers. Operation Reclaim and Rebuild focused on rescuing victims of sexual slavery and human trafficking, providing victims with much-needed services, identifying and arresting their captors, seeking successful prosecutions, and disrupting the demand for vulnerable victims by targeting their customers. Police agencies and other trafficking task forces throughout our state joined in the enforcement operation to send the clear message that California law enforcement shares a unified mandate: Human trafficking must not be tolerated in our state! In preparation for the event, an operational planning meeting took place in Los Angeles, with over 120 federal, state and municipal law enforcement detectives from all over California in attendance. Investigators focused enforcement operations wherever the trafficking of human beings took place, from confronting the reality of sidewalk prostitution by conducting “john” stings, to challenging the virtual reality of the cyber world where traffickers believe they can operate anonymously using the internet. The internet has furnished a vast variety of opportunities for traffickers, but with the experience of specially-trained cyber detectives who posed as vulnerable teenagers and interacted with suspects on social media, traffickers and customers who were anxious to exploit found their plans foiled. Minors encountered during enforcement efforts were cared for by personnel from various Department of Children and Family Services Agencies in each county. In Los Angeles County, the Coalition to Abolish Slavery and Trafficking (CAST) and Saving Innocence (SI) coordinated the emergency services response for victim care and collaborated with similar, non-governmental victim service organizations throughout the state. Operation Reclaim and Rebuild was widely successful in its endeavor with 28 commercially, sexually-exploited children and 27 adult victims being recovered; 142 males arrested for the charge of Solicitation; and 36 males arrested for pimping. In total, 474 arrests were made. As Sheriff McDonnell relayed the mission, efforts and results of Operation Reclaim and Rebuild, he pointedly addressed the traffickers and johns who conduct their illegal business in Los Angeles County and the state of California, and reminded them of the gravity of their crimes and the prosecution to accompany their actions when discovered. Next, the Sheriff directly addressed the victims, “You are worthy of more. And we will work tirelessly with our partners…to provide you services and help you rebuild your life.” “It is our job in law enforcement to protect children – all children – especially those who have fallen prey to adults who seek to profit from their bodies,” Los Angeles County District Attorney Jackie Lacey said. “We will not tolerate the sexual exploitation of children by anyone, not the sex traffickers and not the people who pay to sexually assault them.” Homeland Security Investigations Special Agent in Charge Joseph Macias also spoke at the event said, “Our goal in this unprecedented collaborative enforcement effort was two-fold.” “First, to provide vital services to any sex trafficking victims we encountered, so they can begin to reclaim and rebuild their lives,” he said. “Second, to start the process to reclaim and rebuild the neighborhoods that have been degraded by organized prostitution schemes which not only exploit the vulnerable, but also often draw other criminal enterprises into the area.”

October 25, 2012 State of Iowa Employs FBI Prostitutes to Detain US Citizens and Seize Property I, Aaron P, a legal U.S. resident issue this complaint and civil lawsuit due to the inhumane, degrading and humiliating acts committed by Pottawattamie Co. IA, Vice Police/Narcotics Task Force and the Federal Bureau of Investigation. This document also serves as a publicly recorded petition for law enforcement agencies and/or persons who actively engage in depriving private citizens of life, liberty and property without due process of law. Incident/report: On October 10th 2012, I was contacted by a 25yr old female by the name of Stacey whom I met on Backpage, a legally licensed website for local people to meet and place personal ads. She told me she was headed out to Council Bluffs, Horshoe casino and hotel in Pottawattamie Co, Iowa and wanted my company there while she enjoyed the casino. I decided to meet her there as a companion only, except before I could even meet her for the date, the undercover prostitute was gathering personal info and profiling an otherwise innocent person for the FBI and Narcotics Task Force. As a result, the FBI supervised and encouraged the state to conduct Privacy Invasions, Pandering and Pimping with the purpose to engage in and promote illegal activity for Entrapment, Detainment and Unlawful Search and Seizure of personal property . Since I was simply Using a cellular phone to call someone and meet with them, as this should be perfectly normal human behavior between two consenting adults, it is highly unreasonable to be monitored and/or watched to this extent and is a direct violation to one's personal privacy and liberty. Just the idea of an "undercover prostitute" is an oxymoron, a common sense approach in this case proves privacy laws were already violated by employing a worker in this capacity. The facts of this case will prove this type of illegal activity had to be initiated by the subsequent departments before a person of interest could even arrive on scene and enter the Hotel/premises. At the time I had arrived, no discussion of money or sex whatsoever took place but detective Hamilton later mentioned he was watching me exit my car before entering the hotel. The other detective, Greg Chase along with two Narcotics agents, Sgt. Christensen and Trent C. Walker were with the FBI listening to (spying) my phone activity while planning to initiate the solicitation of the secret hooker with intent for entrapment. When I knocked on the door and she let me in the hotel room, she immediately started talking about anal sex and asked me how much money I had. I told her I had $150 dollars however I never offered for sex. She asked me "if I was nervous" and "if it was my first time". I told her I wasn't nervous but this was my first time at this hotel. She then went in the bathroom to "slip into something more comfortable" and that is when I noticed a black phone and a tablet on the table with red blinking, recording lights on. She was trying to trick me into saying money for sex and at this exact time the Vice/Task Force team had entered the front door with guns drawn. Afterwards I was hand cuffed, searched and taken to a room across the hall for interrogation. The deputies seized my cellular phone, $150 dollars and the key to my car, as these were the only items in my pockets at the time. I was in the middle of giving the deputies my name when the lady from the FBI rudely barged in and demanded I answer questions from a notepad she was holding. At the same time I declared to her and the officers I would be using my right to remain silent and did not offer any other information. Once someone has fallen victim to a 'setup' it doesn't take much collaboration by law enforcement to make someone appear guilty. The lady (she never gave her name) from the FBI then told me, "because you used your phone across state lines for this crime, that is a serious federal offense" and she "was originally going to write a citation" but since I was "not cooperating" I was going to be arrested. They took about 20min altogether to actually decide if they were going to send me to jail, I believe the state police wanted only to write a citation but undue influence by this unknown FBI lady caused them to force an arrest. The standard process for anyone who faces Entrapment is: by using the right to remain silent is synonymous with not cooperating, cause for Detainment and Unlawful Search and Seizure. 'Not cooperating' really describes an obstruction of justice and unless the justice was to entrap there was no obstruction. Bob Clay is a planning consultant in Portland, Oregon who has held senior management positions in urban planning for city, state, regional, and federal agencies since 1973. For the city of Portland, he served as director of the Office of Housing Policy, chief planner for the Long Range Planning and Urban Design section of the Portland Bureau of Planning, and as supervising planner for the Bureau of Planning and Sustainability. Veröffentlicht am 31.01.2017 In conjunction with Human Trafficking Awareness Month, Sheriff Jim McDonnell announced details and results from the third annual ‘Operation Reclaim and Rebuild’ enforcement operation, conducted by the Los Angeles Regional Human Trafficking Task Force and more than 30 participating federal state and local law enforcement agencies, and task forces from across California. The three-day, statewide effort aimed at combatting human trafficking took place between Thursday, January 26, and Saturday, January 28, 2017, was conducted in various mediums and met with positive results. The press conference was held Tuesday, January 31, 2017, at the iconic Hall of Justice in downtown Los Angeles. Sheriff McDonnell was joined by District Attorney Jackie Lacey, Los Angeles District Attorney’s Office; Deputy Chief Justin Eisenberg, Chief of Detectives, Los Angeles Police Department; Special Agent In Charge Joseph Macias, Homeland Security Investigations Los Angeles; Executive Director Kay Buck, Coalition to Abolish Slavery and Trafficking (CAST); Human Trafficking Bureau Captain Chris Marks, Los Angeles County Sheriff’s Department; representatives from 15 the 30 participating federal, state and local law enforcement agencies; and representatives from public and private service providers. Operation Reclaim and Rebuild focused on rescuing victims of sexual slavery and human trafficking, providing victims with much-needed services, identifying and arresting their captors, seeking successful prosecutions, and disrupting the demand for vulnerable victims by targeting their customers. Police agencies and other trafficking task forces throughout our state joined in the enforcement operation to send the clear message that California law enforcement shares a unified mandate: Human trafficking must not be tolerated in our state! In preparation for the event, an operational planning meeting took place in Los Angeles, with over 120 federal, state and municipal law enforcement detectives from all over California in attendance. Investigators focused enforcement operations wherever the trafficking of human beings took place, from confronting the reality of sidewalk prostitution by conducting “john” stings, to challenging the virtual reality of the cyber world where traffickers believe they can operate anonymously using the internet. The internet has furnished a vast variety of opportunities for traffickers, but with the experience of specially-trained cyber detectives who posed as vulnerable teenagers and interacted with suspects on social media, traffickers and customers who were anxious to exploit found their plans foiled. Minors encountered during enforcement efforts were cared for by personnel from various Department of Children and Family Services Agencies in each county. In Los Angeles County, the Coalition to Abolish Slavery and Trafficking (CAST) and Saving Innocence (SI) coordinated the emergency services response for victim care and collaborated with similar, non-governmental victim service organizations throughout the state. Operation Reclaim and Rebuild was widely successful in its endeavor with 28 commercially, sexually-exploited children and 27 adult victims being recovered; 142 males arrested for the charge of Solicitation; and 36 males arrested for pimping. In total, 474 arrests were made. As Sheriff McDonnell relayed the mission, efforts and results of Operation Reclaim and Rebuild, he pointedly addressed the traffickers and johns who conduct their illegal business in Los Angeles County and the state of California, and reminded them of the gravity of their crimes and the prosecution to accompany their actions when discovered. Next, the Sheriff directly addressed the victims, “You are worthy of more. And we will work tirelessly with our partners…to provide you services and help you rebuild your life.” “It is our job in law enforcement to protect children – all children – especially those who have fallen prey to adults who seek to profit from their bodies,” Los Angeles County District Attorney Jackie Lacey said. “We will not tolerate the sexual exploitation of children by anyone, not the sex traffickers and not the people who pay to sexually assault them.” Homeland Security Investigations Special Agent in Charge Joseph Macias also spoke at the event said, “Our goal in this unprecedented collaborative enforcement effort was two-fold.” “First, to provide vital services to any sex trafficking victims we encountered, so they can begin to reclaim and rebuild their lives,” he said. “Second, to start the process to reclaim and rebuild the neighborhoods that have been degraded by organized prostitution schemes which not only exploit the vulnerable, but also often draw other criminal enterprises into the area.”

The Sarasota County Sheriff’s Office celebrated the agency’s relocation after 30 years in downtown Sarasota, with a free, family-friendly event at their new headquarters on Cattleridge Blvd. On Saturday, Dec. 9, an official ribbon cutting was hosted in partnership with Sarasota County Government, followed by an open house where attendees enjoyed food, refreshments, music, and demonstrations. Members of the agency’s SWAT and Emergency Response teams, Mounted Patrol, K-9 and Aviation units among others, displayed special equipment offering attendees an inside look at the Special Operations Bureau. The agency’s main headquarters known historically as “D1”, remains staffed by administrative and law enforcement personnel while the transition takes place. Eventually, the agency plans to house all sheriff’s office employees along the Cattlemen Road corridor. Select personnel will also remain at the sheriff’s office south county facility located at 4531 S.R. 776 in Venice, to offer services to residents in the area. New enhancements at the 74,000 square foot building include better access to and from the I-75 corridor, improved public and handicapped parking, upgraded ventilation for property, evidence, and the agency’s drug lab, a new in-house television studio, and nearly 70% of the workforce under one roof. The facility, built in 2004, initially housed the Hoveround Corporation prior to the organization’s relocation in 2017. Unlike D1, the new facility can withstand winds in excess of 135 mph. “We are immensely proud to offer the public an opportunity to see and enjoy our new headquarters during this commemorative event,” said Sheriff Tom Knight. “I am confident our new facility will only enhance and elevate our level of service to residents and visitors of Sarasota County.” The Sarasota County Commission purchased the facility in 2016 with the goal of providing an opportunity for the county and sheriff’s office to work together to offer residents more accessible and centrally-located law enforcement services. Renovations to the facility were completed by the Starling Group in Sarasota.

FBI: Terror Suspect Tried To Detonate Bomb In NYC

From FBI.gov: BROOKLYN, NY—Quazi Mohammad Rezwanul Ahsan Nafis (Nafis), 21, was arrested this morning in downtown Manhattan after he allegedly attempted to detonate what he believed to be a 1,000-pound bomb at the New York Federal Reserve Bank on Liberty Street in lower Manhattan's financial district. The defendant faces charges of attempting to use a weapon of mass destruction and attempting to provide material support to al Qaeda. The arrest of Nafis was the culmination of an undercover operation during which he was closely monitored by the FBI New York Field Office's Joint Terrorism Task Force (JTTF). The explosives that he allegedly sought and attempted to use had been rendered inoperable by law enforcement and posed no threat to the public. The charges were announced by Loretta E. Lynch, United States Attorney for the Eastern District of New York; Lisa Monaco, Assistant Attorney General for National Security; Mary E. Galligan, Acting Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI); and Raymond W. Kelly, Commissioner, New York City Police Department (NYPD). According to the criminal complaint filed today in the Eastern District of New York, defendant Nafis, a Bangladeshi national, traveled to the United States in January 2012 for the purpose of conducting a terrorist attack on U.S. soil. Nafis, who reported having overseas connections to al Qaeda, attempted to recruit individuals to form a terrorist cell inside the United States. Nafis also actively sought out al Qaeda contacts within the United States to assist him in carrying out an attack. Unbeknownst to Nafis, one of the individuals he attempted to recruit was actually a source for the FBI. Through the investigation, FBI agents and NYPD detectives working with the JTTF were able to closely monitor Nafis as he attempted to implement his plan. The complaint alleges that Nafis proposed several targets for his attack, including a high-ranking U.S. official and the New York Stock Exchange. Ultimately, Nafis decided to conduct a bombing operation against the New York Federal Reserve Bank. In a written statement intended to claim responsibility for the terrorist bombing of the Federal Reserve Bank on behalf of al Qaeda, Nafis wrote that he wanted to "destroy America" and that he believed the most efficient way to accomplish this goal was to target America's economy. Lindsey says working in law enforcement is a dream that dates back many years, “I was a Tempe Police Explorer from when I was 18 until I was 21. Basically this program was like a mentorship program. I would go into a police station every Tuesday where I would meet with police officers who would teach me basic things like how to talk on the radio and how to use radio codes, stuff like that. Being involved in that program helped develop my interest in wanting to become involved in law enforcement.” Lindsey was born in Mesa and graduated from McClintock High School in Tempe. Lindsey completed her bachelor’s degree in three years and expects to finish her master’s degree in Criminal Justice within the next couple of years. Perhaps Lindsey’s biggest educational challenge was getting through the police academy which is loaded with physical tests, “I faced many different challenges. Being a shorter female – one of the first challenges in the academy was not being able to get over the six foot wall. Another challenge I faced was that I had never shot (a gun) before – so, I struggled with firearms.” Lindsey adds that support from family and friends was a huge help, “During the academy there were times when it was just really tough for me. It took a lot of mentorship and support from different people to help me realize that if it was something I wanted to do I just had to push myself to continue and not give up.” For Lindsey, rising through the ranks of Tempe PD is a career goal, “I plan to stay on patrol for four to five years so that I can get the experience that I need. From there I would love to go into a detective spot whether it’s for property or for a specific crime unit and then work on that. In the long run I would like to test for a sergeant position.” Lindsey says getting to her current station in life was aided by the Success Advisers (mentors) provided through College Success Arizona, “They were always very supportive, they met with me a few times during each semester which helped out a lot.” For those students considering college, Lindsey says, “Stay focused.
